In Japan, it's not easy to buy a car, a person has to show that they have a parking space at home, they are heavily taxed for a car purchase and they are also taxed for congestion every year. Parking charges are heavy like anything in cities. This demotives people to buy cars.

On other side they have robust public transport systems in cities which are safe, inclusive, cost effective, reliable and comfortable. In Delhi we only have metro, the moment one exit out of metro, it's like facing facing end of the world to reach a destination, options are feeder buses or lap of shared para transit.

One things that Delhi desperately needs and what Japan already has is before buying a car and getting the registration done, you have to prove you have the space to park that car. 
It even involves the transport department visiting to verify claims.

Finally! Someone in an Indian sub talked about urban transit and walkable cities. I am so glad. Even though I am not a citizen of Delhi, I know that once Delhi adopts such changes, the other parts of the country will follow suit, just as was the case with Delhi metro.

Honestly it's baffling to me that our country has one of the least car ownership per capita in the world but a majority of the new and upcoming infra is designed to cater to the minority of wealthy car owning populace while completely ignoring the plight of the non-car owning majority of the population. This goes on to show that we as a nation are also following the American roadmap (quite literally) where a handful of car companies through their financial clout and political overreach were able to coerce the lawmakers to build more car-friendly multi-lane highways by ripping off street tram and railway lines across major cities, thereby reducing the once vibrant and sustainable cities to decripit, desolate and bankrupt hellholes in the long run (case in point, Detroit, MI). And this scares me the most because we as a country are more precariously positioned in terms of population and climatic conditions where such inefficient and unsustainable solutions to the mobility problem will only bring about financial and environmental ruin far greater in severity as compared to the one we see in the US.

That shit is fucked, not even a good bus is running, they are mostly painted scrap metals with overloaded people who will have to suffocate. Buses are over crowded, and conductors just abuse everyone and the gay uncles in bus also. Drivers don't even drive properly. Not even a bit of civic and common sense. I hated my life when I was travelling by bus for the last 3 years. Ahh fuck the public transport. These corrupted politics will never achieve anything of good to public.

I don't even enjoy owning a car or bike, I don't even want to own a car to say, as I don't go out much. But whenever I take my bike, I have to drive in fear of some lorry driving idiot who will either kill me, or some idiot car driver or biker will hit me, or a pedestrian would just come across anytime or random path hole that would get me in an accident. Or some random cop who just wanna hit the target fines me for nothing, because I am a college student and I wear a helmet and follow rules. I can't even get it to court or anything, it costs more than that, and anyway they would win. And then the adulterated petrols and the idiot service centers. Then among the all mentioned, the heat inside the helmet.

It's only worth it if the car is way cheaper than what you'd get in your own state as paying registration fee won't get you new 15 years of validity but only till what's left of it in your state, like almost all states have 15 years of validity so a 10 year old car from Delhi NCR will get you 5 years of life in your own state post which you've to apply for an extension.

Not 50k cheaper than Bombay. Much more. The car in your photo, a Honda City or even a Civic, 10 plus years old, would barely sell for 1 lakh in Delhi. You can get Mercedes, BMWs and Audis for 2 to 4 lakhs when they reach the end of their registration period.

I did it for a Mitsubishi Pajero SFX, it was 10.5 yrs old when I purchased from Kolkata and registered in Maharashtra.

The car is decent and I got a fair deal.
Registering in MH costs almost 10% of invoice value. 

Maharashtra isn’t likely to ban diesel cars soon as huge money comes from car registrations so even after 15 yrs I’m thinking they will extend validity for next 5 years after paying green tax.

You need the original invoice.
Must be present for vehicle inspection which part of registration process.
You must know the place where both engine and chassis number are stamped on the car.

It will be hard without satisfying any of the above.

A 15-year-old car means the green tax has expired. It doesn’t make sense to buy such a car. It also depends on the fuel it runs on. A 15-year-old diesel car would definitely not be a logical option in this day and age, especially since the government has full intention to shut down diesel cars.

Definitely worth it if the car has run less and maintained well. You'll find plenty of such vehicles with genuine owners. Plus, you get fitness certificate for +5 years and another 5yrs in most states.   
But, do not buy from agents, they replace parts and reduce mileage.   
  
I'm actually in a similar situation from the other end. My Ritz has done only 51k and is nearing 15yr mark. It is CHD registered but since my family now lives in Delhi NCR so I will not be able to use it there from next year. I am contemplating bringing it to Bangalore at my other home simply because the car runs absolutely fine and can do another 5-8yrs without fuss. New hatchbacks are costing 8lacs+ so it feels weird to sell these cars for 1-1.5lac in Delhi.

Reregister? Do you even know the cost of re-registration? It will be same as what was paid when bought. It's easily 2 lakhs for cars around 12-13 lakhs. There is a reason people don't get cars re registered.

Only if you are Richie or don't care about the hassle and money. Because you might have to wait a lot for the road tax refund for a hell of a time and uncountable visits to RTO. If you think you can then it's worth it else pay a little extra in your own city and get hassle free experience.

If I remember correctly, either in the document they signed for the transfer of ownership or in the agreement, it is generally written that the previous owner is responsible for any legal issues related to the vehicle before the date of purchase.

In that case, you should be able to file a complaint against that guy. If you don't have anything like that in your agreement, you will have to pay the fines. I don't see any way around it.

When I purchased, I got the fine discounted on the vehicle price.

Guys never ever buy a second hand car from any dealer until and unless you are 100% sure about him. ODO backtracking is a thing of a past, now these bkl are replacing major components etc. from the engine, accessories with cheap fake aftermarket parts

Been there my friend.
I too was in a similar situation some time back. Since dealer was not responding, i too ignored the challans and kept driving the car. One day, I got an SMS from mparivahan containing a pre litigation notice on my name. It was written in the notice that I have to pay all the challans before one date when Lok adalat was going to happen. 
Many people told me that police will gove 50% discount so I went to nearest traffic police station but they clearly denied any such discount.
I started chasing the dealer again and made him come to the lok adalat where he too tried to reduce the fine amount but it didn't happen, so he paid the full amount.
My advise would be to chase the dealer and ask him to pay it fully asap before you get any such notices.

Are you dumb? Purchasing the car without completely checking the Challans issued against it. Even if you did check them, why did you pay before clearance of all the challans?

This is basic due diligence that needs to be done at the time of making payment for a second hand vehicle. 

You should simply have deducted the total amount of all the challans from the total payment made.

I have taken zoom car on rent like 3 times so far and every single time I collected it car, it was dirty.

Ig around 2 years back when I had to again rent a car, I gave Revv a try. Cars were not only clean but the delivery and pickup services were super smooth. The first time I rented a car with them, I was in outskirts of Virar when I faced issues with the battery and called up service centre. They coordinated with a local mechanic there who came and did a jump start. That was the only time I faced an issue with their cars. I haven’t gone back to Zoomcar ever since.

Same issue with zoomcar customer care. Never responded and had to leave the broken car ourselves at the owner's place. One of the Worst experience of my life. Pledged to never use zoomcar myself ever again. The weird thing I found was that it still has 4.1 rating on Google Play Store. If you open the review section, you'll find it only has negative reviews with 1 star. Fraud company.

Yup it is a scam, rental vehicles are supposed to be yellow letters on a black plate. Face similar issue in Goa when we took some scooter with black letters on white plate, got into an accident (not our fault) and police didn’t comply with us because these scooters had white plate.

Zoomcar experience has not been good for me . I've used it two times and both times it has made my trip problematic.

First time, the driver didn't inform about the driver side window not operating so if it goes down, it doesn't rise up when given the command. The entire afternoon, I couldn't close down the window and had to bear the scorching heat for the whole afternoon.

Second time, during pickup, the car smelled like someone was smoking inside for hours. Told the driver and he said he smoked the day before he took the car. Called it off immediately. 

And the customer care , ironically, doesn't care

I read a lot about such incidents. I used it last year in madurai and all the zoom rental cars were with white number plates. I had the same fear of getting involved in something that happened with you as it is illegal to rent a car with a white number plate. On top of that they did not have any insurance and pollution certificate. Fortunately I was not stopped anywhere, but decided to not use it anymore. 
Also did not ask the police to put the fine online on the number itself as it's not your mistake.

Zoomcar used to be awesome for like 6 months after they started. But it's super trash now. 

I once rented a car and the agreement was that I need to return the car with the same amount of fuel. The car had half a tank and I topped it off to about 80 percent while returning. 

A week later they levied a penalty for not refilling the fuel. I sent an email with evidences showing the car was returned with more fuel than when we got it. Got ghosted. I called 2 weeks later and after 30 minutes they confirmed that I don't need to pay. 

The charge re appeared 2 weeks later. I called again and made them reply on email that the charge is invalid. 

Fast forward a year later and I urgently needed a car on rent and The app won't let me book because of the old charge. I decided to just pay the damn 2k and get my booking through (I actually paid the amount that they confirmed multiple times that I didn't owe them). 

Surprise surprise, they cancel 1 hour before the booking because I had unpaid dues. The same dues that they confirmed in writing that I didn't owe them, and that I actually paid even though I didn't need to. 

Swore them off completely since then

Zoom car changed their model many years back and now offer private cars for rent and their role is only as a listing platform. They don't take responsibility of the car or any legal issues. Also if there's any issues with the cops, just dump the car there as the owner is at fault and not you. Let the owners deal with the legalities. 
Try revv next time it's better and more organized.

You will have to always live with fear during the ownership, resale will be hit, people will identify easily that you are an outsider. I wouldn’t go for it. Mental peace is more than the 1 or 1.5 lakh Rs you will save. With blr resale value being higher you can recover some of the premium you pay over PY car

I was planning to buy an Elevate from PY. The cons weighed more and I brushed away that idea. Peace of mind is more important because you don't know if the car itself will be a good bet in terms of ease of use, service and spares, you won't want extra RTO hassles otherwise.

Seems like you are a guy with huge brains. Py vehicles are always doubted upon because of the tax structure. Here no matter the size of vehicle, py ones are targeted a lot by the traffic police. Also resale is going to be very tough. If only it was easy to manage py reg here, you would see them a lot here. There is a strong reason why only rural people pull it off with ease as there are not many traffic police in villages or towns. Pretty sure you are not going to be in peace after buying it here. Try bh registration from your home state if possible.

You will save money only for one year, when you have renew your insurance or pollution or anything, they will ask for RC Card and the address will of a non karnataka place, which means you will have to pay life time tak again. You will end up paying tax for Pondi and Bangalore 😵🥶
